RFP NO. 26-18 Custodial Services

The City of Huntsville, Texas, is soliciting comprehensive custodial services for multiple municipal facilities through RFP NO. 26-18, with proposals due by 2:00 P.M. Central Time on July 1, 2026. The contract aims to ensure all City buildings, including City Hall, the Public Library, Service Center, Municipal Court, Municipal Airport, Transfer Station, and other locations, are maintained to a high standard of cleanliness, sanitation, and safety through daily, weekly, and monthly tasks such as dusting, floor care, trash removal, restroom disinfection, and water fountain polishing. The base contract term runs from award through September 30, 2027, with four optional one-year renewal periods extending potential performance through September 30, 2031, subject to mutual agreement. Vendors must submit sealed proposals organized into specific tabs including solicitation acknowledgment, required forms, experience documentation, cost proposals, and references, with pricing detailed on the provided schedule for each facility and additional services like floor stripping, waxing, buffing, and hourly custodian labor. While exact pricing and total contract value are not pre-determined, vendors are required to complete all cost fields using ink or typewritten entries. All vendors must meet mandatory pass/fail qualification criteria including adequate personnel and equipment, suitable financial standing, relevant technical experience, and a satisfactory past performance record. Award will be made based on best value, considering technical approach, understanding of scope and operational constraints, innovation, and ability to minimize disruptions to City operations, alongside vendor reputation, quality of service, compliance with City ordinances, proximity, and prior performance with the City. Legal and ethical compliance is strictly enforced: vendors must certify they do not discriminate on the basis of race, sex, religion, or disability, will not conduct business with Iran, Sudan, or designated foreign terrorist organizations, and if having over 10 employees or a contract over $100,000, must not boycott Israel or energy companies or discriminate against firearm entities. Insurance requirements mandate primary commercial general liability coverage of $1 million per occurrence and $2 million aggregate, combined automobile liability of $300,000 per occurrence, and inclusion of the City as an additional insured.
