The County of Alameda is soliciting proposals under RFP No. 902703 for transactional sales and use tax audit services, aimed at recovering lost tax revenues through identification and correction of distribution and allocation errors. The contractor will audit tax records, analyze and resolve discrepancies by working with the California Department of Tax and Fee Administration (CDTFA), and prepare detailed quarterly and custom reports on sales tax performance, including for several specific local tax measures (Proposition 172, Measure A, Measure W, and Measure C). The County collected over $25 million in sales and use tax revenues in FY 2024-25, underscoring the financial significance of accurate tax auditing. The awarded firm must provide historical data analysis, projections to assist with County budgeting, and serve as an advisor to County staff in maximizing tax collections. Performance includes confidential examination of sales data per California Revenue and Taxation Code Section 7056 and maintaining secure, accessible databases for real-time transaction updates. This three-year agreement, with a two-year renewal option, emphasizes best-value evaluation over low-cost bids, heavily weighting technical responsiveness, methodology, and understanding of project scope alongside cost reasonableness. Bidders must submit comprehensive proposals demonstrating clear comprehension of audit objectives, a logical approach, and well-organized deliverables. Key contract provisions include a mandatory 20% subcontracting goal to certified Small Local Emerging Businesses (SLEBs) with strict compliance and reporting requirements via Elation Systems, robust insurance mandates including a five-year post-contract tail for claims-made policies, and stringent organizational conflict of interest disclosures. Payment is contingent on County-issued purchase orders and satisfactory deliverables. The contractor is also required to designate qualified key personnel and support staff familiar with the contract, ensure secure handling of confidential tax data, and comply with detailed reporting and audit standards aligned with state regulations. Proposals must be submitted electronically via the County's procurement portal by the May 12, 2026 deadline. The County retains final acceptance authority and may withhold payments for unsatisfactory performance.
