This solicitation, numbered 1305M426R0011, is a combined synopsis and solicitation issued under FAR Part 12 for commercial products and services to support NOAA’s ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) contract and its associated Task Order 01. The primary objective is to obtain commercially produced satellite-based terrestrial and space weather data across multiple functional categories to enhance NOAA’s environmental monitoring, weather forecasting, numerical modeling, and space weather prediction capabilities by integrating commercial observation systems with existing government assets. The contract is structured as a Firm-Fixed-Price/Firm-Fixed-Unit-Price agreement with a maximum ceiling of $8 billion across all five ProTech 2.0 domains, and the base performance period runs from September 1, 2026, to August 31, 2031, with a single option period extending to August 31, 2036. Proposals must be submitted by May 22, 2026, at 10:00 AM ET and must be electronically formatted into four volumes: Volume I (Business), Volume II (Technical Capability limited to eight pages per functional category), Volume III.a (Price using the official Excel template), and Volume III.b (Price Narrative in searchable PDF). All offerors must be actively registered in SAM.gov, and only written questions to designated NOAA points of contact are accepted. Task Order 01 operates under a “Pay-by-the-Drip” pricing model, compensating vendors based on the volume of compliant, successfully delivered and ingested data units. Key deliverables include neutral atmosphere data via Radio Occultation (RO) profiles with a guaranteed minimum of 500 per day and a ceiling of 26,000 per day, supplemented by optional surge capacity and additional lines for Total Electron Content (TEC) and Temporal Resolution Enhancements up to specified daily limits. The evaluation process follows a Best Value Tradeoff approach, where Technical Capability/Technical Approach is significantly more important than price, though price becomes more critical as technical merit among proposals equalizes. Proposals must meet the mandatory minimum requirements of the TO-1 Statement of Work to be eligible for award. The government intends to award contracts to up to three offerors with independent satellite constellations and ground segments to ensure data resilience and redundancy.
