RFP-SCAFFOLDING SERVICES FOR THE 2026 CHEROKEE NATIONAL HOLIDAY

The Cherokee Nation is soliciting proposals for scaffolding services in support of the 2026 Cherokee National Holiday, with a deadline for submissions on June 11, 2026. The scope requires the erection and dismantling of multiple scaffolding structures at designated event sites in Oklahoma, including two 41'x10' entrance scaffolds and one 50'x30' banner-support scaffold at One Fire Field, plus a separate backdrop scaffold at the Powwow Cultural Grounds. Work must be completed by August 19, 2026, and fully dismantled by September 18, 2026, with the contract term extending through that date and an option to renew through September 30, 2030 contingent on performance and funding availability. Proposals must include detailed renderings, a comprehensive cost breakdown by site, proof of relevant experience with projects of similar scale and complexity, and three verifiable client references. Compliance with Attachment A, a mandatory response form, is required, and failure to include all specified elements may result in disqualification. Contractors must provide current TERO certification from the Cherokee Nation Tribal Employment Rights Office, with verification required for any affirmative response; failure to submit valid certification results in automatic disqualification. Insurance requirements include worker’s compensation, general liability, and automobile liability coverage with minimum limits and coverage from AM Best “A X” rated carriers, and the Cherokee Nation must be named as an additional insured. A drug-free and tobacco-free workplace policy must be adopted and referenced in the proposal. The contract is contingent upon the availability of appropriated funds, and award is subject to termination if funding is insufficient. The evaluation is based on a 100-point system weighting experience, references, and staff capabilities at 25 points each, cost at 15 points, and Indian preference at 10 points, with award determined by trade-off methodology favoring superior technical qualifications over lowest price. Proposals become the property of the Cherokee Nation, and all proprietary information must be clearly labeled as such.
