Solicitation # 693KA9-26-R-00003
The NISC Enterprise Support Tasking (NEST) contract is a set-aside for Women-Owned Small Business (WOSB) concerns, managed by the FAA's AJW-2 Directorate. The primary objective is to provide operations and maintenance (O&M) support for the NIMS and CMIS systems, which manage the Task Order and Financial Management lifecycles for the NAS Integration Support Contract (NISC). The scope includes ensuring uninterrupted system availability, maintaining security certifications and ATO status, and providing quality assurance and control. A critical component of the work involves serving as a Subject Matter Expert to design, develop, test, and deploy a new software system to support the transition from NISC IV to NISC V, while maintaining the existing NIMS system to close out previous contracts. The contract is structured as a firm fixed price award with a 12-month base period and four 12-month option periods, totaling a potential period of performance of five years. Award selection is based on a Best Value approach, prioritizing technical approach, past performance, price, and the transition plan. Key deliverables include the integration of financial dashboards for metrics such as Estimate at Completion and Earned Value Measurement, as well as the maintenance of cybersecurity compliance through the FAA's Enterprise Risk Management framework. Performance will be monitored by the Contracting Officer and the Contracting Officer's Representative, with a focus on technical quality, timeliness, and successful system transition.

The Administrative Tribunals Support Service of Canada is seeking specialized IM/IT professional resources through an RFP to support the development, implementation, and ongoing maintenance of custom applications, case management systems, and secure web platforms for twelve federal administrative tribunals. The work focuses on enhancing digital services and improving access to justice for Canadians by leveraging emerging technologies such as chatbots and AI-powered translation tools. Services must be delivered on an as-needed basis by qualified professionals under the TBIPS Supply Arrangement, specifically those holding Tier 1 status in the National Capital Region for categories including Programmer/Software Developer, Web Developer, Project Manager, Business Analyst, Database Modeller, Application Architect, Tester, and other related IT roles. Only invited suppliers who are current TBIPS SA holders are eligible to submit proposals, and submissions must adhere to the specified response deadline. All proposals must be submitted in either official language, and the Crown reserves the right to negotiate with any qualified supplier. The contracting authority is Veronica Ross, who serves as the sole point of contact for inquiries and will distribute the formal RFP documents directly to eligible bidders. Performance of the work is restricted to the National Capital Region, and the solicitation is tied to the NAICS code 541511 for custom computer programming services. This requirement is part of a broader effort to modernize digital infrastructure across federal tribunals and relies heavily on the TBIPS method of supply, which is updated three times annually, with ongoing opportunities for vendors to qualify as supply arrangement holders through the designated government contacts.
