RFP - Urban Forest Management Plan

The City of Timmins is soliciting proposals for the development of a comprehensive, evidence-based Urban Forest Management Plan (UFMP) to establish a 20-year framework for protecting, expanding, and monitoring the city's urban forest. The project focuses on enhancing climate resilience, biodiversity, and sustainability, with requirements tailored to the operational and financial capacities of a small northern municipality. The scope of work comprises six primary tasks, including a baseline assessment, stakeholder engagement, policy development, and a detailed urban forest inventory. The City will evaluate proposals based on technical merit and cost, reserving the right to negotiate with proponents and disqualify bids that lack sufficient resources. The project must be completed by May 1, 2028, and requires leadership by an ISA Certified Arborist or Registered Professional Forester. Successful proponents must provide proof of WSIB good standing with all monthly invoices, which are subject to net thirty-day payment terms.
