RFP for Engineering Services for the Replacement of Outdoor Sports Field Lighting at Multiple Baseball Fields

The City of Timmins is soliciting proposals for professional engineering services to facilitate the replacement of outdoor sports field lighting and poles at four baseball fields: Bozer #1, Leo DelVillano, David Dusty Baker #1, and Doug McLellan. The project requires a multidisciplinary team with Civil, Structural, and Electrical expertise to manage the full lifecycle of the work, including design development, construction documents, cost estimation, tendering assistance, and contract administration. Key deliverables include design packages at various stages (30%, 90%, and 99%), 100% complete construction documents stamped by a Professional Engineer licensed in Ontario, and Class B cost estimates. The project is structured into four separate components to be tendered individually, with a projected construction timeline starting in mid-May 2027 and concluding by the end of June 2027. Proposals must be submitted electronically via the Bids and Tenders portal by October 8, 2026, at 2:00 pm local time. The award will be determined by an Evaluation Committee using a scored methodology that combines technical and financial components. The technical evaluation is weighted toward firm and team member experience (30 points), followed by the proposed work plan and schedule (15 points), and the understanding of objectives and methodology (5 points). The financial proposal is based on a total Fixed Fee, where the lowest-cost bidder receives maximum points and others are prorated. Successful proponents must be members in good standing with the Professional Engineers of Ontario and provide proof of comprehensive general liability insurance, automobile insurance, and WSIB good standing. The contract includes a 10% hold-back for sixty days past completion to secure against liens, and all payments are subject to the Construction Act.
