Full Description

The County of El Dorado (County) is currently working with the California Governor’s Office of Emergency Services (Cal OES) to pilot the California Wildfire Mitigation Program (CWMP), which will be funded, in part by a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant. The CWMP Home Hardening Initiative aims to perform defensible space and retrofit measures on existing residential homesites to mitigate against wildfire losses. The program proposes to target one (1) project area that is located both within the city limits of Placerville and the unincorporated areas of El Dorado County: Weber Creek. Homeowners within the project area who apply to participate in the program will receive a home assessment by program staff to identify the defensible space and retrofit measures which are recommended to increase protection against wildfires. The program has a defined list of measures that may be taken on homesites. Not every home will receive all measures, but no homesite will have measures more extensive than those listed as eligible under the program. More detailed information can be found here: Wildfire Home Retrofit Guide. The infusion of federal funds into the program requires compliance with federal and state environmental regulations, including National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and Section 106. As such, the County is soliciting sealed proposals from highly qualified and experienced subject matter experts identifying the possible environmental impacts of this program in the proposed project area including biological, archaeological, architectural, and historical research services as required for the County’s Office of Wildfire Preparedness and Resilience. A Subject Matter Expert (SME) in Archaeology or Architectural History is someone that meets the Secretary of the Interior’s Historic Preservation Professional Qualification Standards in their respective field. A Subject Matter Expert in Biology or Botany is someone with at least one (1) year of experience conducting reviews in California and experience with the pertinent species of concern for management areas. Firms (hereinafter referred to as “Proposer”) must have and demonstrate their experience and expertise in providing services of a similar nature and or subject matter to other clients (experience with California local governments is desirable). The County will award one (1) agreement with the top-ranked Proposer resulting from this competitive process to perform the services as described herein. This Request for Proposal (RFP) includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements.
