Award Notice: OPD Registered Nurse Services at HHCC

The contract awards non-personal professional registered nurse services to the Hopi Health Care Center in Polacca, Arizona, through a competitive set-aside designated specifically for Indian Small Business Economic Enterprises (ISBEE), under the authority of the Phoenix Area Indian Health Service, part of the Department of Health and Human Services. Two small business contractors, Four Winds Staffing, LLC and Akicita Cyber, LLC, were selected with award amounts of $1,357,320.66 and $1,348,732.86 respectively, effective April 30, 2026. The contract has a one-year base period with four one-year option periods, potentially extending performance to five years and six months, subject to government discretion and proper notice. All work must comply with Indian Health Service, Centers for Medicare & Medicaid Services, and The Joint Commission standards, with strict adherence to HHCC Medical By-Laws and the Indian Child Protection and Family Violence Prevention Act. Key personnel must include up to four registered nurses with documented experience in IHS settings, valid licenses, and certifications including BLS/ACLS/PALS, along with successful background checks and security clearances that include screening against federal exclusion lists. Performance is governed by a Quality Assurance Surveillance Plan and requires strict compliance with documentation standards, including same-day chart completion and certified timesheet submissions through the Department of Treasury’s Invoice Processing Platform. Invoicing must be electronic via IPP, with no use of WAWF permitted, and all payments processed via Electronic Funds Transfer. Contractors are prohibited from third-party billing, must comply with HHS tobacco-free policies, and must ensure credentialing aligns with IHS permanent staff standards. Contract clauses include limitations on subcontracting, Buy American requirements with multiple alternates, trade agreements compliance, indemnification and medical liability insurance, continuity of services, and privacy protections. Evaluation was conducted using a best-value trade-off methodology where technical capability and past performance carried greater weight than price, with no award to the lowest-priced technically acceptable offer. Proposals were required in three electronic volumes—technical, price, and past performance—with strict format requirements using PDF and Excel files, and all submissions were handled electronically through a designated email channel. The Contracting Officer’s Representative will monitor performance but has no authority to modify contract terms, and all personnel must be identified at least three weeks prior to onset to allow for clearance processing.
