The San Francisco International Airport is seeking qualified suppliers to establish three prequalified pools for Strategic Procurement Advisory and Organizational Development Services. These pools are divided into three specific service areas: Organizational Advisory Services, Strategic Design and Development Services, and Training Services. The primary objective is to modernize and sustain a high-performing procurement function for the airport's Procurement Services division. Prequalification is based on a pass/fail evaluation of minimum qualifications, requiring firms to have completed at least two relevant public-sector projects within the last five years. Once prequalified, firms are eligible for potential non-exclusive contracts on an as-needed basis, with individual contract terms not to exceed ten years and a total aggregate value cap of 10 million dollars. The prequalified pools are valid for two years, with a possible two-year extension. The City may select contractors from these pools by choosing the highest-ranked firm, requesting competitive quotes, or selecting a contractor directly for awards below the minimum competitive amount. Proposers must comply with various San Francisco administrative codes, including Local Business Enterprise requirements, Equal Benefits laws, and mandatory green purchasing standards. Contractors are strictly prohibited from providing legal advice or analysis. All proposals must be submitted via the Airport's e-Procurement portal, and while submissions are accepted on a rolling basis, they will not be accepted within two months of the pool's final expiration date.

A. Introduction 1. General The San Francisco International Airport ("Airport" or "SFO") is operated by the City and County of San Francisco ("City") acting by and through its Airport Commission ("Commission"). The Airport is issuing this Request for Qualifications ("RFQ" or "Solicitation") to seek qualified suppliers ("Proposers") to provide proposals ("Proposals") for Strategic Procurement Advisory and Organizational Development Services as detailed in this RFQ. The Airport will evaluate Proposals and create three distinct Prequalified Pools of Proposers ("Prequalified Pools" or "Pools"), one for each of the three Service Areas detailed below. Proposers prequalified under this RFQ are not guaranteed a contract. The Airport may use the Prequalified Pools at its sole and absolute discretion, on an as-needed basis. The Prequalified Pools will consist of the following three Service Areas: Service Area 1: Organizational Advisory Services Service Area 2: Strategic Design and Development Services Service Area 3: Training Services Further details regarding the Service Areas is provided in Section II, Services Requested, of this RFQ. 2. Creation and Duration of the Prequalified Pools Proposers meeting the Minimum Qualifications for a given Service Area shall be added to that Service Area's specific Prequalified Pool and eligible for potential contract negotiations ("Resulting Contract") with the City for those services, on an as-needed basis. A Prequalified Pool is valid for 2 years but may be extended for up to 2 additional years if re-opened by City in accordance with Section 21.4 of the San Francisco Administrative Code. Submissions may be accepted and evaluated on a rolling basis for the duration of the applicable Pool or Pools, up until two months prior to expiration. To maximize eligibility for upcoming opportunities, Proposers are strongly encouraged to submit by the Initial Deadline to Submit Proposals identified in Section I.F, Solicitation Schedule. After that date, submissions will be reviewed on an as needed basis and must be approved by the Commission before being added to the Pool or Pools, which may result in delays that limit participation in time sensitive opportunities. While ongoing submissions may be considered, no new applications will be accepted within two (2) months of the applicable Pool's final expiration date. 3. Resulting Contracts Awarded to Contractors Selected from the Prequalified Pool(s) Pursuant to Section 21.4 of the San Francisco Administrative Code, City shall select contractors from the Prequalified Pools for Resulting Contracts pursuant to three options, as described below. Selections must be made prior to Pools' expiration. a. City may select the highest available ranked contractor from the Prequalified Pool for the applicable Service Area (if a ranking was done when the Pool was created); OR b. City may request quotes or proposals from contractors in the Prequalified Pool for the applicable Service Area to evaluate which to select. Where applicable, the Department shall apply Chapter 14B LBE Rating Bonuses or Bid Discounts when evaluating quotes and proposals received from the relevant Prequalified Pool. The request for quotes or proposals may also include an LBE Participation Requirement; OR c. For Resulting Contracts that are less than the Minimum Competitive Amount in effect when the selection is being made, City may select a contractor from the Prequalified Pool in the applicable Service Area without any further solicitation. In choosing this option, City shall notify that Prequalified Pool of its selection. The Notice shall specify the commodities and/or services awarded; their cost; and the selected contractor's unique qualifications for having been selected without a further solicitation. B. Anticipated Contract Term A contract awarded under this Solicitation shall be non-exclusive with an original term to be determined at the time of Contract award based on the awarding Department's business needs but shall not exceed ten (10) years. C. Anticipated Contract Not to Exceed Amount The not to exceed ("NTE") amount for a contract awarded to a Prequalified Pool shall be determined at the time of Contract award based on the awarding Department's business needs.
