RFQ AE-2108B DESIGN OF TMT WOOD PELLET RAIL YARD & RTG FACILITY

The Jacksonville Port Authority (JAXPORT) is soliciting professional engineering services for the design of a new rail yard and rubber-tired gantry (RTG) transfer facility at the Talleyrand Marine Terminal to support a tenant's containerized wood pellet operation. The scope of work includes a siting study, preliminary engineering, and final design for a four-track rail yard, RTG runways, hurricane tie-downs, site electrical, and pavement and subgrade improvements capable of supporting container stacks up to five high. The selected consultant will provide comprehensive services including surveys, geotechnical investigations, environmental due diligence, permitting, and construction phase services, ensuring compliance with AREMA Manual for Railway Engineering, JAXPORT rail standards, and CSX and NS clearance requirements. Eligible firms must possess at least ten years of professional engineering experience, and the designated Project Manager must have a minimum of ten years of professional civil engineering experience. Proposals are evaluated on a 150-point scale, combining a written evaluation (100 points) and oral presentations (50 points), with a preference for firms maintaining a servicing office in or around Jacksonville, Florida. The contract requires strict adherence to insurance minimums, including $1,000,000 in professional liability and workers' compensation coverage. Additionally, the project emphasizes socioeconomic goals, including a minimum 10% Small Emerging Business (SEB) participation goal for locally funded projects.
