Through this Request for Qualifications (RFQ), the County is soliciting sealed Statements of Qualifications (SOQ) from qualified mental health services professionals (hereinafter referred to as “Respondent” or “Provider”) to provide Behavioral Health Crisis Intervention Services, in support of the County’s Health and Human Services Agency (HHSA) Behavioral Health Division, to eligible individuals throughout El Dorado County. Crisis Intervention Services are unplanned, expedited services provided to, or on behalf of, an individual to address a condition that requires more a timely response than a regularly scheduled visit. Respondents to this RFQ must demonstrate their background and experience in providing relevant mental health services. The purpose of this RFQ is to establish a Qualified List (hereinafter referred to as “QL) of Respondents to provide Crisis Intervention Services, including Mobile Crisis Team, in alignment with the Mental Health Services Act (MHSA) Fiscal Year 2023/24-2025/26 Three-Year Program and Expenditure Plan (referred to as “MHSA Plan”) and Medi-Cal Mobile Crisis Services Benefits (as defined by the California Department of Health Care Services (DHCS) published Behavioral Health Information Notice 23-025) https://www.dhcs.ca.gov/Documents/BHIN-23-025-Medi-Cal-Mobile-Crisis-Services-Benefit-Implementation.pdf throughout El Dorado County. Respondents shall indicate their intent to offer these services in their SOQ (refer to Section 4 below for submittal instructions). HHSA will utilize the resulting QL to enter into one (1) or more agreements for services over the next three (3) years, that will terminate on June 30, 2026 with an optional one year extension.
