The County’s Health and Human Services Agency (HHSA), Behavioral Health Division (BHD), receives federal funding from the US Department of Health and Human Services, Substance Abuse and Mental Health Services Administration’s (SAMHSA) Community Mental Health Services Block Grant (CMHSBG). The CMHSBG has target populations that include Adults with Severe Mental Illness (SMI), and Children/Adolescents with Serious Emotional Disturbances (SED). As a pass-through entity for this federal funding, the County is soliciting sealed Statements of Qualifications (SOQ) from qualified mental health providers (referred to as Respondents) to provide county-wide Dialectical Behavior Therapy (DBT) and Transitional Age Youth First Episode Psychosis (FEP) services in accordance with Community Mental Health Services Block Grant (MHBG) requirements. Respondents to this RFQ must demonstrate their background and experience providing FEP and DBT services to Youth ages fourteen (14) to twenty-four (24). The County intends on awarding one (1) or multiple Agreements for Services (contracts) to provide FEP, DBT and other related services as described herein. This Request for Qualifications (RFQ) includes a description of the evaluation and selection process, scope of work, proposal requirements, insurance requirements, submittal requirements and instructions for submitting a SOQ.The purpose of this RFQ is to establish a qualified list (hereinafter referred to as “QL”) of Respondents to provide FEP and DBT services in alignment with the MHBG Fiscal Year 2024/25-2025/26 Funding. This resulting QL list will be published by County following award and will remain active for three (3) years thereafter.
