The Greenville-Spartanburg Airport District is establishing a pool of two to three qualified general contracting firms through an Indefinite Delivery Indefinite Quantity (IDIQ) agreement to support non-federally funded projects. The contract period spans five years, from January 2027 through January 2032, covering vertical and horizontal construction projects with individual contract values under 10,000,000 dollars. Selected firms must be experienced in multiple delivery methods, including design-build, design-bid-build, design-assist, and construction manager at risk, and may also serve as Resident Project Representatives to provide oversight and coordination. Qualified firms must be licensed in South Carolina and provide performance and payment bonds for 100 percent of the contract value for any project exceeding 50,000 dollars. Key requirements include maintaining at least two project managers with GSP and TSA security credentials and adhering to strict insurance minimums, including 5,000,000 dollars for commercial general liability. The selection process is a two-step approach involving a ranking of qualifications followed by presentations and interviews. Evaluation is based on key personnel experience, past performance, project goal alignment, safety and DBE programs, and responsiveness to requirements. Submittals are due by October 19, 2026, with master agreements expected to be executed by February 1, 2027.
