RFQ - Imperial County Department of Public Works Dust Abatement

Scope: PURPOSE AND BACKGROUNDThe Imperial County Department of Public Works maintains a total of 2,573.35 miles within the Imperial County consisting of approximately 1,134.28 miles of unpaved roads and 1,439.07 miles of paved roads. Routine maintenance activities for unpaved roads include grading, gravel placement, shoulder maintenance, and dust mitigation through watering and the application of dust suppressant materials. Grading and dust mitigation activities are performed concurrently to maintain safe roadway conditions, preserve the roadway surface, and minimize airborne particulate matter.The department utilizes several methods to identify and prioritize roadway maintenance activities, including road condition reports, Field Operations and Construction evaluations, and the department’s Pavement Management System. Although these tools assist in prioritizing projects, Imperial County’s extensive inventory of unpaved roads exceeds the resources available to perform all required maintenance with department forces alone. To maximize the effectiveness of its maintenance program, the department intends to supplement in-house operations by contracting with qualified vendor(s) to perform dust abatement services on an as-needed basis.In an effort to comply with the Imperial County Air Pollution and Control District’s Rule 805, the department is seeking qualified vendor(s) to complete dust abatement services on various unpaved roads in Imperial County. Services provided will include, but not be limited to, watering and administering a minimum 38% concentration calcium chloride solution to the roadway. Initial applications are generally at 0.50 gallons per square yard, while maintenance applications are generally at 0.24 gallons per square yard. The product will not be diluted with water prior to application. It shall be applied at concentrated strength. The product is to be applied with a distributor truck with a spreader bar. All pre-wetting will be the responsibility of the vendor(s). The County will not provide any pre-wetting.The department has identified a preliminary list of unpaved road segments anticipated to begin dust abatement services during the term of the agreement, see Table 1. The list provided in Table 1 is for estimating purposes only and is not intended to represent the complete or final scope of work. The County reserves the right to add, remove, modify, or reprioritize road segments based on operational needs, funding availability, weather conditions, emergency situations, resident requests, or other factors deemed to be in the best interests of the County. Any additional road segments added during the term of the agreement shall be subject to the same terms, conditions, specifications and pricing established under the resulting contract(s), unless otherwise authorized by the County.
