RFQ/RFP 1173: Bloomfield Town Center Revitalization Developer

The Town of Bloomfield has issued RFQ/RFP No. 1173 to select a qualified developer for the Bloomfield Town Center Revitalization project. The selected developer must execute the project in alignment with the Town Center Economic Development Master Plan dated May 6, 2025, and adhere to the town's tax incentives and TIF policies. Proposals are due by September 15, 2026, at 4:00 p.m. EST and must include one original, two paper copies, and one read-only electronic copy on a thumb drive. Submissions must be sealed and delivered to the Purchasing Manager, Joseph Muraca, at the Department of Purchasing in Bloomfield, Connecticut. The Town will award the contract to the most responsible and qualified developer based on a scoring rubric that evaluates technical understanding of the project scope, financial capability, and the experience of key personnel. Mandatory requirements for respondents include the submission of an IRS Form W-9, certification of non-collusion, and a commitment to non-discrimination and affirmative action. The contract will be governed by the laws of the State of Connecticut and the ordinances of the Town of Bloomfield. Selected developers must provide proof of insurance from a carrier with a Best's Key Rating of A-, VIII or better, and agree to a cone of silence prohibiting unauthorized communication with town officials during the solicitation process. Construction is projected to begin in January 2028.
