The City of Chattanooga is seeking proposals to develop a Stormwater Asset Management Program (SW-AMP) aimed at proactively managing its stormwater infrastructure. The program's primary objectives are to identify, map, and establish a comprehensive plan for all stormwater assets under the city's jurisdiction, ensuring they deliver appropriate service levels to residents. Additionally, the program will focus on optimizing lifecycle costs by tracking necessary upgrades, repairs, and maintenance activities. Given the extensive scope of the city's stormwater assets, the project will be implemented in phases, starting with a pilot program through this initial RFQ, with future phases planned to expand the asset management efforts. The contract, with an estimated value ranging from $500,000 to $2,000,000, is managed by the City of Chattanooga’s Public Works Department’s Stormwater Division. The selected consultant will report directly to the department’s project managers and operate under their guidance. The solicitation, posted on April 15, 2025, with a deadline for responses on May 2, 2025, is open to qualified firms under NAICS code 541511. Interested parties can contact Debbie J Talley via email for further details. The project emphasizes a phased approach to asset management, leveraging a pilot program to establish foundational processes for comprehensive stormwater infrastructure management across the city.

The goal of the [SW]-AMP is to develop a proactive asset management program. The program should identify, map, and support a plan for all SW assets the City is responsible for managing to ensure the system is providing the appropriate level of service to its customers, optimize life-cycle costs while tracking needed upgrades, repairs, and maintenance. Due to the size of the City and the number of SW assets, it is anticipated the AMP will be phased, with this initial RFQ program as a pilot program for future phases. The selected Consultant will report to, and operate under the direction of the City of Chattanooga Public Works Department’s Stormwater Division and Project Managers.
