The Naval Surface Warfare Center Crane is soliciting offers for a Blanket Purchase Agreement (BPA) to secure Rigging and Moving Services under solicitation number N00164-26-Q-0168, issued under Simplified Acquisition Procedures with a closing date of June 19, 2026, at 4:00 PM Eastern Time. This BPA, governed by the Statement of Work and BPA Instructions, requires contractors to perform installation, offloading, relocation, and anchoring of heavy machinery up to 60,000 pounds at Building 122 in Crane, Indiana, adhering strictly to manufacturer guidelines, EM 385-1-1 safety standards, and NSA Crane’s security directives. All offerors must be registered in the System for Award Management (SAM), submit SAM representations and certifications, and maintain CMMC Level 1 certification with a valid CMMC UID from the Supplier Performance Risk System. No pricing is to be included in initial submissions; prices will be provided during individual BPA calls. The contract is subject to the Service Contract Labor Standards with the SCA Wage Determination 2015-4821 applying to all labor performed, and all work must comply with OSHA regulations and federal security requirements, including U.S. citizenship for personnel, advance coordination of access, potential government escorts, and vehicle inspections on-site. Contractors must also comply with cybersecurity mandates including DFARS 252.204-7012 and prohibitions on covered telecommunications equipment under DFARS 252.204-7018, and are required to use Wide Area Workflow for electronic invoicing and notify the Contracting Officer and COR simultaneously upon submission. The estimated total value of the BPA ceiling is $350,000, with awards based on a trade-off analysis favoring past performance over price or a low-price technically acceptable evaluation, depending on the RFQ issued. A 10 percent price evaluation preference applies to all offers except those from HUBZone and other small business concerns. Contract administration is delegated to the Administrative Contracting Officer, with all performance and delivery subject to FOB Destination terms and strict adherence
