The Naval Surface Warfare Center Carderock Division (NSWCCD) located in Bethesda, MD has a requirement for rising step load testing, on a non-competitive firm fixed price purchase order with L. Raymond & Associates. The subject procurement covers determining the stress corrosion cracking threshold (Klscc) on 12 lots of Al material approximately 3 inches by 3 inches and 0.25 to 0.375 thick. The environmental testing conditions shall be alternate immersion with artificial seawater per ASTM G44 and D1141. The notch orientation shall be in the transverse longitudinal (TL) orientation. Associated machining, sample pre-cracking, and scanning electron microscopy (SEM) analysis of the fracture surfaces as needed, and report shall also be performed. The NAICS code is 541380. The proposed contract action is being solicited on a sole-source basis to L. Raymond & Associates. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1. Potential sources may submit their interest in this requirement with their capability statements no later than 08:00 23 October 2015. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
