Riverview Market Commercial Project

The Riverview Marketplace Commercial Project is a development initiative by the City of Bakersfield to construct a commercial retail center on a 46.16-acre site located at the intersection of Rosedale Highway and Coffee Road. The project features approximately 405,531 square feet of building space, consisting of large interior anchor buildings for markets, retail, storage, and a health club, as well as outer pads for medical offices, restaurants, a car wash, and a gas station with 20 dual-sided pumps. Additional site improvements include vehicular and pedestrian circulation enhancements, surface parking, landscaping, lighting, and utility infrastructure. Construction is expected to take place over a 20-month period, beginning in early 2026 and concluding in late 2027. The project is subject to the California Environmental Quality Act, requiring a comprehensive Environmental Impact Report to address potential effects on air quality, noise, transportation, and biological resources. Key environmental assessments have been conducted, including a Phase I Environmental Site Assessment, a General Biological Assessment focusing on protected species like the San Joaquin kit fox, and a water supply and demand analysis. The project also involves mandatory consultations with the Native American Heritage Commission and affiliated tribes to protect cultural resources. While the Draft Environmental Impact Report identifies significant and unavoidable impacts regarding greenhouse gas emissions and transportation, other technical studies, such as the Urban Decay Analysis, indicate continued market demand for retail space in the area.
