** THIS IS NOT A REQUEST FOR QUOTE ** The Federal Bureau of Investigation (FBI) plans to solicit offers utilizing the FBI Regional Multiple Award Construction Contract (RMACC) Indefinite Delivery / Indefinite Quantity (ID/IQ) for Region 1 for the acquisition of Technology Building 2 and Technology Building 3 with associated parking garages for each building. The Technology Building 2 and Technology Building 3 and associated parking garages, independent of one another, are estimated to be greater than $12,000,001 threshold established by the RMACC ID/IQ contract for Region 1 requirements. The RMACC ID/IQ contract is structured to support three regions for FBI construction projects. Region 1 consists of all areas within the United States with requirements greater than $12,000,001 and was awarded to five large business contract holders. Region 2 is a Total Small Business Set Aside with two pools, Pool A consists of the National Capitol Region, Quantico, and Criminal Justice Information Services (CJIS) Division, and Pool B consists of Redstone Arsenal, Alabama. The requirements in the Region 2 pools are set aside for projects valued under $12,000,000. In the solicitation for the Technology Building 2 and Technology Building 3 with associated parking garages the Region 1 contract holders will be required to comply with FAR Part 52.219-9 Small Business Subcontracting Plan. Consolidation for this effort has been determined to be both necessary and justified. The FBI analyzed alternative contracting approaches, but no other approach yielded any anticipated quality improvements that will save time or improve or enhance performance or efficiency; reduction in acquisition cycle times; or better terms and conditions. By limiting the pool of vendors to the specific RMACC Region 1 pool, the efficiency of the performance from the construction contractors tends to improve over the course of the ID/IQ as the contractors become more familiar with the agency's processes. Additional efficiency is realized in the ability of the construction contractors to maintain a pool of skilled laborers. There is a real limitation in the pool of skilled laborers for this region. The construction requirements for the Redstone Arsenal are not static over time and the costs of the planned construction are uncertain. If the approach were to use the Region 2 small business construction contractors, this will lead to inefficiencies as the small businesses would become overutilized and exhausted before the expiration of their ID/IQ contract. The FBI has analyzed the consolidation of this procurement and determined it to be both necessary and justified.
