The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

Vaisala Inc. was awarded a contract on 24 September 2025 to provide road weather information system (RWIS) data management and preventative maintenance services to Wright Patterson Air Force Base (WPAFB) and to upgrade one (1) remote processing unit (RPU).  This requirement is for an out of scope modification to the original contract to include the upgrade of a second RPU and the installation of three (3) in-pavement sensors. 


The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.  This NAICS code has a small business size standard of $12.5 million.


Vaisala Inc. is the only known business capable of meeting the Government’s requirements as they are stated in Attachment 1, Performance Work Statement.  Vaisala Inc. holds the proprietary rights to the hardware/software currently used by the Government, and is the only company authorized to calibrate, maintain, and execute necessary adjustments to the system for proper operation. Therefore, it is in the best interest of the Government to award to Vaisala Inc.  Please see Attachment 2, Sole Source Justification, for complete details. 


THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12 May 2026 at 3:00p.m. ET will be considered by the Government. This notice is not a request for competitive proposals/quotes.
