Contract AG-447U-S-09-0041AY was awarded to Spartan Services, LLC by the USDA Forest Service for the replacement of roof systems at the Roby Lookout Tower Site within the Houston/Rolla Ranger District of the Mark Twain National Forest. The project scope involves the installation of new shingled roof systems for three specific structures, consisting of two garages and one oil house or shed. This solicitation was designated as an Emerging Small Business set-aside under NAICS code 238160 and was managed by the National Forests in Mississippi. Prior to the project, a lead identification survey conducted in June 2009 by Triangle Environmental Science and Engineering Inc. determined that paint chip samples on the structures exceeded federal lead standards, although soil samples remained within HUD limits. Consequently, the contract requirements necessitated adherence to safety recommendations and abatement options to protect workers during the roofing process. Award criteria for the contract were based on a comprehensive evaluation of the contractor's price, relevant experience, and past performance.
