Rochester Town Office Solar Array

The Town of Rochester is soliciting bids for the construction of a net-metered solar array at the Town Office Building located at 65 School Street, Rochester, Vermont. The project, funded by a SOV MERP Implementation Grant, requires a single prime or general contractor to provide all labor, materials, and equipment necessary for the installation and commissioning of the array, including all required electrical upgrades. The scope includes securing all state and local permits, such as local zoning and Division of Fire Safety approvals, and requires VT VDHF historical review for non-exempt activities. An optional component involves constructing a carport in the northwest corner of the parking lot for panel mounting. Bidders must account for two Hisense mini-split heat pumps in their sizing calculations and adhere to site constraints that prohibit ground-level placement below 10 feet above grade. Bids are due by 5:00 PM EST on September 25, 2026, and must be submitted electronically to Harry Falconer. Required submission documents include a completed budget form, a review form, a bid form, a statement of technical understanding, a list of key staff with rates, a record of similar projects with references, and insurance and SOV SOS documentation.
