This Request for Expression of Interest (RFEOI) is an invitation by Rocky View County (the “County”) to qualified consulting firms or teams (each a “Respondent”) to express interest in undertaking an Enforcement Services Plan and service-delivery review focused on traffic enforcement, bylaw enforcement, and related administrative functions. The County is seeking information from experienced Respondents to help refine the scope, methodology, deliverables, implementation approach, timing, and anticipated cost for a future competitive procurement or other next-stage process. This RFEOI is not a request for proposals and is not intended to result in an award of contract. Through this RFEOI, the County seeks to: • Identify consultants with demonstrated municipal enforcement, traffic safety, bylaw compliance, operating-model, and organizational-review expertise. • Obtain practical approaches for assessing current services and developing a County-specific enforcement plan. • Understand options for integrating traffic, bylaw, administrative, intake, records, reporting, and customer-service functions. • Identify relevant benchmarks, performance measures, resourcing considerations, implementation sequencing, and anticipated cost ranges. • Inform the County’s decision on whether, and how, to proceed with a subsequent procurement. The County may, at its sole discretion, use the information received to develop a subsequent procurement process. Participation in this RFEOI does not guarantee an invitation to any future process.
