Rogue Feasibility Study

The Port of Newport is soliciting proposals for a comprehensive Highest and Best Use Feasibility Study for the former Rogue Brewery building located at 2320 SE Marine Science Drive in Newport, Oregon. The primary objective is to determine the most economically viable, legally permissible, and physically possible use for the property to maximize its long-term value and community impact. The scope of work includes a detailed property assessment of structural integrity and ADA accessibility, a regional market analysis for various commercial or marine-related uses, a review of zoning and land-use policies, and the development of financial feasibility models and risk assessments. Key deliverables include a comparative feasibility report, an optimal use recommendation, a conceptual development plan, and preliminary projections for costs, revenue, and job creation. The project is estimated to be completed within 6 to 8 weeks from the notice to proceed, with a revised proposal submission deadline of September 18, 2026. Selected consultants must provide proof of business licensing in Lincoln County, maintain at least 2 million dollars in liability coverage, and name the Port of Newport as an additional insured. Evaluation of proposals will be based on personnel experience, reference checks, responsiveness to specifications, and the proposed fee, with the final selection made by the Port Commission. The study is supported by existing technical data, including Phase II environmental site assessments and engineering reports detailing the structural condition and necessary repairs for the site's seawall.
