Rogue Feasibility Study

The Port of Newport is soliciting proposals for a comprehensive Highest and Best Use Feasibility Study for the former Rogue Brewery building located at 2320 SE Marine Science Drive in Newport, Oregon. The primary objective is to identify the most economically viable, legally permissible, and physically possible use for the property to maximize its long-term value and align with the Port's strategic goals. The scope of work includes a detailed property assessment of structural integrity and ADA accessibility, a regional market analysis for commercial or marine-related uses, a regulatory and zoning review, and a financial feasibility analysis including ROI modeling and redevelopment cost estimates. Key deliverables consist of a comparative feasibility report, an optimal use recommendation, a conceptual development plan, and economic projections regarding job creation and revenue. The project is expected to be completed within 6 to 8 weeks from the notice to proceed, with a proposal submission deadline of September 18, 2026. Selection will be based on an evaluation by the Port Executive Director and the Port Commission, considering factors such as personnel experience, reference checks, responsiveness to specifications, and the proposed fee. Qualified consultants must provide proof of business licensing in Lincoln County, maintain a minimum of 2 million dollars in liability coverage, and name the Port of Newport as an additional insured. The study will be informed by previous technical data, including a Phase II Environmental Site Assessment and engineering reports detailing the structural condition and necessary repairs for the site's seawall.
