PUBLIC ANNOUNCEMENT / PRE-SOLICITATION NOTICE
The U.S. Embassy Prague hereby announces an upcoming solicitation for construction services for the renovation of four Government-Owned (GO) residential houses located within the Malá Šárka Compound, Praha 6 – Nebušice, Prague, Czech Republic.
The project generally consists of roof and façade renovation works on three residential houses. The scope of work includes the replacement of existing ceramic roof tiles, lightning protection systems, metal flashing, and exterior façade renovation.
All work shall be performed in accordance with the design specifications, drawings, technical requirements, and annex documentation provided by the Embassy as part of the solicitation package. The Contractor shall provide all labor, materials, equipment, supervision, transportation, permits, testing, site protection, waste disposal, and all associated construction services necessary for the complete turnkey delivery of the project.
The work shall be performed in accordance with applicable Czech laws, regulations, and technical standards, as well as applicable U.S. Government requirements where specified. All materials incorporated into the project shall be new and installed in accordance with manufacturer recommendations and recognized industry standards.
The Contractor shall be responsible for project management, quality control, construction safety, temporary protections, daily site clean-up, waste disposal, and protection of surrounding structures, vegetation, paving, utilities, and other adjacent property during construction activities.
The Contractor shall submit a proposed construction schedule and phasing plan for Embassy review and approval prior to commencement of work. The Embassy reserves the right to authorize overlapping phases where the Contractor demonstrates sufficient capability to perform work simultaneously at multiple locations.
Interested contractors shall demonstrate previous experience with residential roof replacement, façade renovation, and window and exterior door replacement projects of similar size and complexity. Contractors shall provide evidence of at least three comparable projects completed within the last five years.
The Contractor shall submit a fixed-price lump-sum proposal including all labor, materials, transportation, supervision, equipment, permits, waste disposal, and all other associated project costs. The proposal shall also include a proposed construction schedule and phasing plan, Bill of Materials (BOM), product literature and technical specifications, Quality Control Schedule (QCS), Project Safety Plan (PSP), and evidence of relevant experience and qualifications.
Estimated Project Implementation Period and Period of Performance:
The first phase of construction is anticipated to commence in August 2026 and continue through October 2026. The final house is anticipated to be renovated during the period March 2027 through May 2027. Construction of each individual house shall be completed within ninety (90) calendar days from issuance of the Notice to Proceed (NTP).
Solicitation Release:
Detailed specifications, drawings, annexes, and bidding instructions will be provided through the official solicitation package distributed by the U.S. Embassy Prague Procurement Section. Three houses will require roof and façade renovation works, while one house will require roof, façade, window, and exterior door replacement works. Interested firms may request the solicitation package by emailing pragueGSOprocurement@state.gov.
Site Visit and Solicitation Deadline:
A pre-proposal site visit will be conducted in Nebušice, Prague 6 on Thursday, 25 June 2026 at 10:00 AM or on Thursday, 2 July 2026 at 2:00 PM. Interested firms shall request attendance at the site visit by emailing to pragueGSOprocurement@state.gov at least five (5) working days prior to the selected site visit date.
Attendance at the site visit is strongly recommended. If the bidder elects not to attend and relies solely on the Statement of Work and drawings, the bidder is solely responsible for verification of all site conditions. Any discrepancies between actual conditions and contract documents shall be at the Contractor’s risk, and no adjustment in price or time shall be permitted. The Contractor remains obligated to complete the work within the agreed contract price and period of performance.
The deadline for submission of offers (bids) is Wednesday, 29 July 2026 at 5:00 PM.
Eligibility Requirements:
In accordance with DOSAR 652.242-73, Authorization and Performance (AUG 1999), contractors must possess all licenses, permits, and authorizations required to conduct business in the Czech Republic.
Registration in the System for Award Management (SAM) at www.SAM.gov is required for this procurement due to the estimated contract value exceeding USD 30,000; vendors must be registered to be eligible for award, and the U.S. Embassy Prague may provide guidance upon request regarding the registration process.
