Full Description

The 49th Contracting Squadron is conducting market research for maintenance of two rotary uninterruptable power supply (UPS) units. These units are motor-generator systems that convert commercial AC power into DC power, conditions the DC power through inverters and batteries, which in turn provides AC power to systems that comprise the load. Additionally, the motor-generator involves connecting a precisely controlled motor to an AC generator and results in complete isolation of the loads from the commercial and generator sources. The use of high voltage supply power complimented by a 485 volt battery backup makes maintenance and repair task an elevated risk for personnel. The UPS units are model MC250 & MC80, both manufactured by Power Systems & Controls, Inc. (PS&C) The design of the equipment, documentation, and data are proprietary. Potential offerors must be certified by PS&C to perform service on the equipment. Maintenance would consist of two scheduled semi-annual visits to perform preventative maintenance, and unscheduled visits to perform emergency or non-emergency repairs. Spare parts are available on-site but they would need to be replaced as they are utilized. Please refer to Attachment 1 for a sample of maintenance tasks to be performed as well as a listing of spare parts on-site. Interested vendors must respond with business size (large/small), business type (veteran-owned, woman-owned, etc.), and CAGE code. Please limit capabilities statement to three pages, with a minimum of 10-point font.

Notice of Intent to Sole Source – TowFLEXX Electric Tower Repairs
Solicitation # F2E2RP6125A001
Holloman Air Force Base plans to award a sole-source, firm-fixed-price contract to TugFIXX LLP for TowFLEXX Electric Tower Repair Services under the authority of RFO 6.103-1, citing that no other source can meet the agency’s requirements. The contract is designated as a total small business set-aside, and TugFIXX LLP is the only entity authorized by the original equipment manufacturer to perform this work due to its exclusive access to proprietary parts, certified technical manuals, and specialized data essential for safe and compliant repairs. No other vendor has the legal or technical capability to fulfill the requirement, making competition ineffective. The notice explicitly states this is not a solicitation for competitive bids, but responsible parties may submit capability statements to demonstrate their authority to provide the same proprietary OEM parts and services without violating exclusive agreements. Submissions must include verifiable proof of OEM authorization and access to required technical documentation. All information received will only be used to assess future procurement options, and the government will not compensate respondents. Proposals must be emailed to the designated Contracting Officer and Contract Specialist by 1400 MDT on June 1, 2026, with no guarantee that the government will pursue competitive bidding even if other qualified vendors respond.
