Rotational Rheometer System

The U.S. Food and Drug Administration, through the Office of Acquisition and Grant Services within the Department of Health and Human Services, is seeking a single turn-key Rotational Rheometer System to replace aging equipment in support of advanced bioprocessing research and development at its Center for Drug Evaluation and Research in Silver Spring, Maryland. The system must be newly manufactured, the latest model, and not previously used or refurbished, and it must include all required hardware, software, temperature control systems, and geometries to ensure full operational readiness upon delivery. The vendor is responsible for installation, installation qualification, operational qualification, and on-site training with accompanying documentation, along with a minimum one-year comprehensive warranty covering parts, labor, and onsite repairs. Delivery is FOB destination to the specified FDA facility, with all shipping and handling costs included, and deliveries must avoid federal holidays and closures. The solicitation is for a firm-fixed-price contract under NAICS code 334516, with full and open competition, and award will be made on a lowest price technically acceptable basis to a responsible offeror. All offerors must be registered and active in the System for Award Management with a valid Unique Entity ID and must comply with all HHS Information and Communication Technology accessibility standards, submitting either an HHS Section 508 Accessibility Conformance Checklist or a formal Accessibility Conformance Report for any non-compliant items. The Contracting Officer holds exclusive authority to modify terms, delivery schedules, or periods of performance, while the Contracting Officer’s Representative will oversee technical evaluation, inspection, and acceptance at the destination.
