The Rotorwash IRSC contract opportunity involves the USDA Forest Service exploring potential Integrated Resource Service Contracts (IRSC) for forest management and restoration efforts on the Okanogan Wenatchee National Forest, specifically in the Methow Valley Ranger District near Twisp, Washington. This Request for Information (RFI) seeks to gather market and capability information from interested parties but is not a solicitation for proposals or quotes at this time. The effort aims to increase forest health and resilience through commercial thinning, fuels reduction, and fireline construction on approximately 550 acres, with an option for an additional 450 acres of commercial treatment. Activities include hand falling, helicopter yarding, processing, and transportation of merchantable timber, primarily sawtimber, estimated at around 3 million board feet with an optional additional 2.4 million board feet of timber in the extended treatment area. Work under this stewardship contract would focus on wildfire and disease resilience, with an emphasis on treatment within the Wildland Urban Interface. The contract envisions completion by the end of 2030 and is authorized under federal stewardship contracting laws, which allow the Forest Service to use both goods and services exchange arrangements to meet land management objectives. A site visit to the project area is scheduled for October 23, 2024, to facilitate dialogue and provide contractors with a chance to review the project conditions firsthand. Respondents to the RFI are asked to submit detailed capability information and responses by November 13, 2024, to help the Forest Service plan and develop a future solicitation tailored to support these forest restoration goals.
