All items must conform to ASTM B150/B150M-19 standards and meet specific material exclusions, including the prohibition of mercury under YM3 C500 and hexavalent chromium under 252.223-7008. The requirement is a Total Small Business Set-Aside under FAR 19.5, with NAICS code 331221, and evaluation will be conducted on a Lowest Price Technically Acceptable basis, with monetary adjustments available for unused government surplus property and ESA coordination. Delivery must be made FOB Destination to the Portsmouth Naval Shipyard in Kittery, Maine, and acceptance will occur at Building 170, 2nd Floor, with final inspection performed by the government using authorized receiving documents. Packaging and marking must comply with MIL-STD-129 for military items and ASTM D-3951 for commercial packaging, with prohibited materials including asbestos, excelsior, and loose fill polystyrene. All shipments require mandatory use of the Vendor Shipment Module (VSM) and must include specific markings: NSN, QA Designator 4, contract number, and origin/destination details. Contractors are prohibited from accessing any DLA-controlled technical data during performance and must comply with cybersecurity requirements under NIST SP 800-171, including submitting a DoD assessment via the Supplier Performance Risk System. Electronic proposal submissions via email are required by the deadline of May 7, 2026, at 10:00 AM EST, and all offerors must maintain active SAM registration and provide valid UEI and CAGE codes.
