The NAVSUP Fleet Logistic Center San Diego – Seal Beach Detachment plans to issue a sole source purchase order to Real Time Logic, Inc. for OEM hardening, software upgrades, and maintenance of NAVSOC’s existing RT Logic equipment. This action is intended to ensure compliance with Defense Information Security Agency (DISA) mandates for protecting Navy classified telemetry, tracking, and computer network control systems from cyber threats. Since RT Logic is the exclusive manufacturer of this equipment and warranty requirements mandate that only their employees perform the required hardening, this sole source procurement is necessary to avoid voiding warranties. The inability to complete this upgrade would lead to non-compliance and critical mission failure for NAVSOC’s computer network defense operations. The procurement will be conducted under the authority of the Clinger-Cohen Act of 1996 and FAR Part 13, with no competitive quotes requested at this time. Interested parties are invited to submit capability statements by September 23, 2015, but the government retains full discretion not to pursue competition based on responses. The NAICS code for this action is 518210, and responses must include detailed company and contact information. If no responses indicate a viable alternative source, the contract will proceed solely with Real Time Logic, Inc.

Without this hardening, NAVSOC will no longer be compliant and will not be able to operate with would result in complete mission failure.
