All records created during performance are federal records subject to the Federal Records Act, Privacy Act, and Freedom of Information Act, and must be managed and disposed of in accordance with NARA regulations. Contractors are prohibited from retaining, using, selling, or disseminating any government-controlled data, and all deliverables are the sole property of the U.S. Government with unlimited rights granted to the agency. Subcontractors must be bound by the same terms, and contractors must obtain prior approval before engaging any subcontractor. Employees handling records must complete agency-provided records management training, and unauthorized disclosure, alteration, or destruction of records is strictly prohibited and subject to penalties under federal law.
