RVARC 2029 Water Supply Plan Technical Assistance

The Roanoke Valley-Alleghany Regional Commission (RVARC) is soliciting a qualified consultant to provide technical assistance for the development of Regional Water Supply Plans for the Roanoke River 1 and Upper James 2 planning areas. The objective is to create comprehensive plans addressing current and projected water needs for a 30-year period, ensuring compliance with VA DEQ regulations 9VAC25-780 and Guidance Memo No. 25-2002. The scope of work is divided into six tasks, including water use and demand modeling, alternatives analysis for supply gaps, drought planning, risk documentation using DEQ Form 125, and the coordination of two in-person public meetings. The selected consultant will remain on-call through the process, which is expected to conclude by October 9, 2029. The initial contract term runs from January 4, 2027, to January 1, 2028, with the possibility of two annual renewals subject to funding and performance. Award selection is based on a weighted scoring system that prioritizes RFP compliance and conflict of interest certification (30%), technical approach (25%), and relevant modeling experience (20%). Other factors include team qualifications (15%), schedule (5%), and cost (5%). Contractors must adhere to strict safety standards under the Code of Virginia and maintain records for five years after final payment. Proposals are due by November 12, 2026, and must include a certification of conflict of interest and a certificate of insurance.
