S--SECURITY SERVICES EROS

The contract seeks a uniformed protective security force to provide 24/7 physical protection for the USGS EROS Center located in Sioux Falls, South Dakota, under a performance-based, firm-fixed-price structure with a one-year base period and four one-year option periods extending through August 2031. The scope mandates manned security posts at the main entrance and main lobby with x-ray and magnetometer screening during business hours, 24/7 shift supervision, and interior/exterior roving patrols as directed by the Contracting Officer’s Representative. All personnel must meet stringent qualifications including a high school diploma or equivalent, one year of qualifying security experience, fluency in English, correctable vision of 20/30, color distinction, emotional stability, and a favorable background investigation from OPM with FBI criminal and credit checks. Contractor employees must obtain a DOI Access Card and comply with a comprehensive drug and alcohol testing program covering pre-employment, random, reasonable suspicion, post-accident, and follow-up phases. The contractor is responsible for providing uniforms, security vehicles, handcuffs, flashlights, and inclement weather gear, while the government furnishes specific equipment as detailed in Attachment 6. The solicitation requires proposals in two volumes: Volume I, the Technical Proposal, limited to 50 pages for Technical Approach, 30 for Management Approach, and 5 pages per relevant project for Experience, all formatted in Times New Roman 12-point, single-spaced with one-inch margins and numbered pages; and Volume II, the Price Proposal, submitted in an unlocked MS Excel format with detailed labor rates, hours, and other direct costs. Compliance with FAR clauses 52.212-1, -3, -4, -5, -202-1, -233-1, -17-8, and -17-9 is mandatory, with the latter two allowing for optional extensions of up to six months and additional contract terms respectively. Invoicing must be done electronically through the Treasury’s IPP system with full payment details including EFT, TIN, and detailed labor breakdowns, and the contractor must maintain active SAM registration throughout contract performance. Evaluation will be based on best value, with technical, management, experience, and past performance factors collectively significantly more important than price.
