The Department of Veterans Affairs, through its VISN 21 Consolidated Contracting Activity, plans to negotiate a sole source, firm fixed-price contract with Hughes Group LLC for janitorial services at the VA Tulare Community Based Outpatient Clinic within the VA Central California Health Care System. The procurement will be conducted under VAAR 819.7007, which allows sole source awards to Service Disabled Veteran-Owned Small Business Concerns (SDVOSB). Although this notice signals intent and is not a request for competitive proposals, other firms believing they can meet the requirements have a limited opportunity to submit product and service information along with references for evaluation by the Contracting Officer within three calendar days of the notice's publication. The decision to continue sole source negotiations will be at the government's discretion dependent on any responses received. Additionally, a similar sole source justification exists for janitorial services at the Modesto VA Out-Patient Clinic, where the Contracting Officer has determined that awarding to an SDVOSB is appropriate under the same authority. The estimated contract value is approximately $100,800, and the contracting officer has confirmed that pricing will be fair and reasonable based on comparisons with government estimates and other similar contracts. Market research identified qualified SDVOSBs such as American Diversified Services, but the contracting office intends to proceed without competition unless other qualified responses are received. The contracting officer has certified that all technical requirements and justifications are complete and accurate, supporting the decision for a sole source award under current VA regulations that promote contracting with veteran-owned small businesses.

LISTING OF SOURCES: American Diversified Services, 16870 Lake Knoll Parkway, Riverside, CA 92503 11.
