S--Electric (Utility) Service for Pine Ridge Agency

The Bureau of Indian Affairs, under the Department of the Interior's Great Plains Region, is procuring continuous electric utility services for the Pine Ridge Agency located on the Pine Ridge Indian Reservation in Sheridan County, Nebraska. This requirement is being fulfilled through a firm-fixed-price contract with the Nebraska Public Power District, identified as the sole authorized provider in the region under the state's public power framework. Due to these geographic and regulatory constraints, the acquisition is being conducted as a sole source procurement under FAR 12.102(b), as market research confirmed no other viable sources, including Indian Small Business Economic Enterprises or Indian Economic Enterprises, are available to provide these services. The anticipated period of performance begins October 1, 2026, and runs through September 30, 2027, with two additional one-year option periods available. The primary objective is to ensure an uninterrupted and safe electrical power supply to sustain Federal operations and mission execution. Performance is measured by service reliability and adherence to standards set by the Nebraska Power Review Board. While the contracting office is based in Aberdeen, South Dakota, all services are performed in Sheridan County, Nebraska. Pricing is determined to be fair and reasonable based on state-approved utility rates and historical billing data.
