The Environmental Protection Agency Region VI is preparing to issue a new Emergency and Rapid Response Services (ERRS) contract covering Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The procurement will result in two separate awards: one open to all businesses and one set aside for small businesses, with both sharing the overall program ceiling. Each contract is expected to include a base period of four years, with the option to extend for up to four additional one-year terms. The scope of work encompasses a broad range of emergency response activities, including project planning and performance, containment and removal actions, disaster and terrorist response, decontamination, treatment and disposal operations, site restoration, analytical and demolition services, marine and trans-boundary operations, as well as response communications and safety measures. The contract emphasizes rapid response times and comprehensive project closeout procedures. The solicitation is scheduled for release in early August 2006, with proposals due approximately 30 days following the posting. Evaluation will be based on a best value approach where technical merit carries more weight than price, and will require submission of technical proposals and participation in oral presentations.
