S--KERN RIVER VALLEY RESTROOM SERVICE

The contract is for restroom services in the Kern River Valley, specifically covering pumping, cleaning, and rental of vault and portable toilets at Bureau of Land Management recreational sites including Keysville SRMA, Walker Pass, Chimney Creek, and Long Valley Campground. Services are required seven days a week, including holidays, with frequency adjusted for seasonal demand, and must include restocking six rolls of toilet paper per stall, maintaining at least 10 inches of water in vaults, annual or as-needed pumping, timely delivery and servicing of portable units, and response to service requests within two days. All work must comply with the Quality Assurance Surveillance Plan (QASP) detailing acceptable cleanliness standards and physical conditions, with noncompliance resulting in invoice deductions of 5% for the second and 10% for the third unsatisfactory inspection. The contract is structured as a five-year firm fixed price arrangement from June 1, 2026, through May 31, 2031, with four optional one-year extensions, and performance is to commence within three days of notice to proceed. Delivery is F.O.B. Destination to the BLM Bakersfield Field Office, though inspections and acceptance occur directly at the field locations. The award will follow the Lowest Price Technically Acceptable methodology, with technical acceptability determined by compliance with the PWS, demonstrated capability in portable toilet and vault pumping services, familiarity with the Merced River area, and past performance via CPARS. The contract incorporates numerous FAR clauses, including those for Service Contract Labor Standards, Combating Trafficking in Persons, Minimum Wage under Executive Order 14026, Buy American, liability insurance, electronic funds transfer for payments, and whistleblower protections.
