The City of El Mirage is soliciting proposals under solicitation EM26-ASS01 for Arterial Street Sweeping Services to maintain roadway cleanliness and support stormwater quality goals. The contract consists of an initial three-year term with two optional one-year extensions. The selected contractor must provide all personnel, equipment, and supervision to perform sweeping on a four-week cycle for designated arterial roads, including gutters, medians, and intersections. Key operational requirements include a minimum of two dustless machine sweepers from 2009 or newer that comply with SCAQMD Rule 1186, a maximum sweeping speed of 8 mph, and a one-hour response time for emergency call-outs. The contractor is also required to maintain an office and dispatch center within the Phoenix Metropolitan area and provide a secure, internet-accessible Automatic Vehicle Location system for monitoring activities. Proposals must be submitted electronically via the City's eProcurement Portal by 8:00 am on October 13, 2026. Evaluation will be based on a points-based system, though the City may use interviews as the sole determining factor for final selection. The National Park Service at Mount Rainier National Park intends to award a sole-source, firm-fixed-price annual contract for solid waste hauling, disposal, and recycling services to Harold LeMay Enterprises, Inc., DBA Pierce County Refuse, which holds Washington State Tariff #12 authorizing service within the park’s boundaries. This action is justified under FAR 6.302-1(a)(2) due to the exclusive regulatory authorization granted by the Washington Utilities and Transportation Commission under RCW 81.77 and WAC 480-70, which restricts solid waste collection in the park to the certified holder of Tariff #12. The contract is valued at no more than $130,000 and falls under simplified acquisition procedures per FAR 13.106. All services must be performed within the geographic limits of the park, with compliance enforced through state statutory and regulatory frameworks, and federal requirements under 42 U.S.C. § 6961. The National Park Service will accept performance on-site at its facilities within the park, with ultimate acceptance authority resting with the government, though no formal inspection criteria, performance metrics, or quality standards beyond regulatory adherence are specified. The procurement does not include competitive evaluation factors, option periods, or detailed line-item pricing, and no standard FAR contract clauses are incorporated; instead, the justification relies entirely on the regulatory exclusivity provided by Washington State law. The contracting officer, Hal Hoversten, is the sole point of contact for inquiries, with all comments required by July 1, 2026, and the offeror is presumed to be a small business under NAICS code 562111, though no specific socioeconomic certifications or UEI/CAGE data are provided. No packaging, delivery, invoicing, or payment details are stipulated beyond the annual firm-fixed-price structure, and no security, key personnel, or conflict of interest provisions are included.
