S--Notice of Intent to Sole Source Security Services

The U.S. Army Corps of Engineers (USACE), Afghanistan Engineer District (AED) intends a sole source action to increase the capacity of its incumbent contract by $20Million to support immediate need for reconstruction support and security services (RSSS) throughout Afghanistan. The services include a comprehensive security, operations, transportation, aircraft, and intelligence service to secure and account for AED personnel, provide all forms of transportation services, and provide construction quality assurance activities that include: nationwide operational oversight, intelligence analysis, production of intelligence products, convoy transportation and security, fixed/rotary wing air-transportation services, personal protective services, static site security, community liaison activities, local atmospherics, supply and maintenance of armored vehicles, establishment, maintenance and management of a nationwide, visual map-based satellite tracking product, establishment, maintenance and management of a nationwide voice and text communication network, and vetting of third-party employees. The North American Industry Classification System (NAICS) Code is 561612. A Justification and Approval for Other Than Full and Open Competition has been prepared for this sole source action. This action is for continued services pending the solicitation and award of the follow-on procurement currently advertised under RFP W5J9JE-10-R-0082. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer, however, only services meeting the Army requirements will be considered. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at +1 (555) 000-0000. Interested parties are encouraged to furnish information. Documents submitted will not be returned. Interested parties must demonstrate credible ability to immediately deploy CARB approved fixed-wing and CARB approved rotary-wing aircraft, mobile-armed security teams, armored vehicles, and begin immediate operation of the district operations center. The capability documentation should include general information and technical background describing in detail the ability to support this requirement without a long period of mobilization. The response must show clear and convincing evidence that competition would be advantageous to the Government and can meet the immediate need.
