The contract involves the privatization of multiple utility systems including electric, potable water distribution, river water distribution, and wastewater collection and treatment at several Naval Surface Warfare Center locations in Maryland: Indian Head, Stump Neck Annex, and Carderock West Bethesda. Privatization entails transferring ownership and operational responsibility to the selected contractors who must purchase the existing infrastructure from the government. These contractors will be responsible for ongoing operations, maintenance, repairs, upgrades, and future replacements, ensuring reliable and safe service to all government and tenant connections. They will also be required to fund all necessary capital investments and may need to expand the utility systems to meet future government demands. Legal conveyance of real property interests will be provided through easements or access provisions, with ownership transferred via quit claim deeds. The utility systems at Indian Head encompass extensive electrical distribution with thousands of poles and transformers supplied by PEPCO, water systems fed by multiple wells and storage tanks, and a river water system primarily for fire protection and steam plant use. A wastewater treatment plant processes up to one million gallons daily, supporting a vast network of sewers and pump stations. The Stump Neck Annex and Bullitt Neck have smaller but similar electric and water infrastructure supported by SMECO. The Carderock Division in Bethesda features underground electrical distribution supplied by PEPCO, separate fire and potable water systems provided by the Washington Suburban Sanitary Commission, and a wastewater collection system without treatment facilities, discharging to offsite municipal services. The solicitation is open to all responsible sources, with large businesses required to submit subcontracting plans, and emphasizes continual, dependable utility services across the involved installations.
