AI Contract Overview

The contract concerns the privatization of the wastewater collection and transportation system at Redstone Arsenal, Alabama. The Army intends to transfer ownership of the remaining utility system to a private entity and award a long-term, fixed-price contract for utility services. This procurement is planned as a sole source action with PDR Properties of Lexington, Kentucky, which already owns and operates the wastewater treatment plant at Redstone Arsenal under an existing contract. The decision to pursue a non-competitive approach is based on legal authorities that allow sole source procurement when only one responsible source can meet the agency's requirements. This notice serves to inform other potential interested parties and invites them to express interest within thirty days from the publication date. Responses must be submitted at no cost or obligation to the Government and will help determine if any other qualified sources exist. If no suitable alternative is identified, PDR Properties will be recognized as the only viable entity to privatize the wastewater system. Inquiries and responses are directed to the U.S. Army ACA - Redstone, through the designated contact person, Mrs. Carole Hubbard. The initiative aims to efficiently manage the wastewater utility through privatization while ensuring compliance with federal regulations.
