The Department of Veterans Affairs VISN 2 Network Contracting Office plans to award a sole source contract to Steuben County Landfill for waste disposal services at the Bath VA Medical Center. The contract will cover a base period plus four option periods and is a firm fixed price, indefinite quantity indefinite delivery agreement under FAR Part 6.302-1(a)(2), citing only one responsible source. The landfill services are specifically for the disposal of regular waste generated by the medical center, including miscellaneous trash, combustible and noncombustible materials, kitchen scraps, and construction debris; however, disposal of infectious and hazardous waste is excluded. The landfill must be located within Steuben County and registered as an active Municipal Solid Waste landfill with the New York Department of Environmental Conservation. The estimated waste volume is approximately 360 tons annually, and the vendor is required to provide weight tickets with each disposal invoice. Interested firms were invited to respond by June 10, 2019, demonstrating their capability and responsibility to provide the required landfill services, although this notice is not a request for competitive quotes. Responses were to be submitted via email, and the Government retains full discretion whether to proceed with competition or award directly to the identified sole source. If no responses were received, the Government planned to continue with the award to Steuben County Landfill. This action aims to ensure efficient and compliant waste disposal at the Bath VA Medical Center while maintaining continuity of service under a sole source procurement justified by the unique availability of an appropriately located landfill.
