AI Contract Overview

The Department of Veterans Affairs National Cemetery Administration has issued a Justification and Approval for Other Than Full and Open Competition to establish a 60-day fixed-price follow-on contract for grounds maintenance services at the Western New York National Cemetery. This sole-source award is granted to Lander Group, a Service-Disabled Veteran Owned Small Business, to ensure the continuity of essential services through Memorial Day while a new five-year requirement is solicited and awarded. The estimated value for this short-term extension is 92,265.00 dollars, effective April 1, 2023, with the new long-term contract expected to be awarded by June 1, 2023. The decision to utilize a sole-source procurement is based on unusual and compelling urgency and the fact that Lander Group is a responsible source with the necessary capabilities and familiarity with the specific turf requirements of the rural cemetery location. While the agency has conducted market research and posted a new five-year solicitation set aside for Service-Disabled Veteran Owned Small Businesses on SAM.gov, the 60-day extension was deemed necessary because the rule of two could not be met for such a short-term requirement. The Department of Veterans Affairs intends to continue market research to identify alternative sources for future acquisitions to promote competition.
