The Department of Veterans Affairs National Cemetery Administration is soliciting proposals for comprehensive grounds maintenance and improvement services at Riverside National Cemetery in Riverside, California. This is a best value source selection procurement set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 561730. The contract structure consists of a twelve-month base year starting November 1, 2026, with four subsequent twelve-month option years. The scope of work covers approximately 460 developed acres and includes turf and grasses maintenance, pest control, irrigation system services, pond and drainage system maintenance, trash and debris removal, structure cleaning, and a one-time replacement and repair of the MOH pool pump system. The maximum aggregate value of the contract is 23,000,000 dollars, with a guaranteed minimum of 9,115.51 dollars. Award decisions will be based on a tradeoff analysis of three factors: Technical Capability, Past Performance, and Price, with the combined non-price factors carrying more weight than price. Technical evaluation focuses on the offeror's approach to turf management, safety compliance with OSHA and SCA standards, and the qualifications of key personnel, specifically the Site Manager. Proposals must include a signed SF 1449, completed price schedules, a draft Quality Control Plan, and at least two relevant past performance references. Following several amendments to address technical publishing issues and vendor inquiries, the final deadline for proposal submission has been extended to November 5, 2026, at 5:00 PM PST, with submissions sent via email to the contracting office.
