S216--TRU-D Service Agreement

The Department of Veterans Affairs, through Network Contracting Office 19, is seeking a firm-fixed price service agreement for preventive maintenance and technical support of eight Tru-D® SmartUVC units located at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The contract, titled S216–TRU-D Service Agreement and issued under solicitation number 36C25926Q0405, is set aside exclusively for veteran-owned small businesses and falls under NAICS code 811210 for electronic and precision equipment repair and maintenance. The base period is one year with three optional one-year extensions, for a total potential performance period of up to five years and six months, with any extension capped at six months total. The scope includes annual on-site preventive maintenance and calibration of designated units, 24/7 telephone and email technical support, a comprehensive bulb protection plan with replacement and application upgrades, and a robust response system requiring 24-hour resolution planning and 48-hour return to service for all units. The contractor must also provide 24/7 backup equipment including iPads and iPod door guards, onsite backup controllers and door monitors within 24 hours, and a loaner unit within 72 hours if factory service is needed. Access to the Tru-D® Web Portal for usage analytics and one annual 30-day no-cost outbreak loaner device shipped within 72 hours of request are required, along with continuous training for facility personnel. Performance is measured against 100% compliance thresholds for timeliness, technical support availability, loaner equipment delivery, repair response, and annual maintenance visits, with failure to meet standards risking contract termination. The contract mandates adherence to FAR 52.212-4 for commercial items, includes mandatory clauses such as whistleblower rights, labor standards, equal opportunity, anti-trafficking, and electronic payment requirements, and enforces VA-specific regulations including limitations on subcontracting, commercial advertising, and personal identity verification.
