The Department of Veterans Affairs, through Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Patriot Property Services LLC, a Service-Disabled Veteran-Owned Small Business, for snow and ice removal services at the Iowa City VA Health Care System. The requirement is classified under NAICS code 561730 and service code S218, and the decision to proceed without competition is based on the determination that no other responsible sources, particularly small businesses registered in Iowa, are capable of meeting the urgent and unpredictable demands of winter weather in the region. Patriot Property Services LLC is identified as the sole vendor within 80 miles of the facility with a local team, the ability to comply with subcontracting limitations, and the proven capacity to respond rapidly to changing conditions. While this notice is not a solicitation and does not obligate the government to award the contract, interested parties may submit capability statements or proposals by July 20th, 2026, to be evaluated for potential competitive sourcing; however, the final decision to compete or maintain sole source status rests solely with the government. The point of contact for submissions is Steve Ashby, Contracting Officer, at steve.ashby@va.gov, and performance will occur at the Iowa City VA facility.
