SaaS Laboratory Information Management System

The City of London has issued Request for Pre-Qualifications RFPQ-2026-187 to identify and establish a list of qualified vendors capable of providing a hosted SaaS Laboratory Information Management System (LIMS). This solution is intended to support an ISO/IEC 17025 accredited laboratory that performs 21 accredited methods for water and wastewater analysis. The scope of the anticipated engagement includes the software platform, implementation, configuration, training, and ongoing support services. Key functional requirements include sample tracking, analysis workflows, reporting, quality control, mobile applications for field data collection, and the ability to integrate with laboratory instruments and enterprise systems, specifically requiring the ability to interface with SCADA via API to the AVEVA Historian database without third-party middleware. The pre-qualification process follows a two-stage evaluation. Stage I consists of a pass/fail review of mandatory requirements, including the submission of a Declaration and Certification, references, proof of insurance, a valid WSIB Clearance Certificate, and completed cybersecurity assessment questionnaires. Stage II involves a technical evaluation where eligible respondents are scored out of 100 points based on their understanding of the opportunity, relevant experience delivering LIMS solutions to municipal clients in Ontario, compliance with security and insurance standards, additional value-added features, and SCADA integration capabilities. To be successful, respondents must achieve a minimum score of 60. Successful respondents will be granted qualified status for a term of one year, serving as a precursor to a future second-stage procurement process. All responses must be submitted via the designated Bids & Tenders portal by the deadline of October 23, 2026.
