The City of Palo Alto Utilities Department has issued a solicitation (RFQ197154) seeking vendors to supply safety footwear through a multi-year contract structured as a Blanket Purchase Order (BPO) with a base term of three years and an optional two-year extension. The contract targets supplying safety boots and walking shoes to the Utilities department, with availability extended to other city departments as well. Vendors offering the highest percentage discount off catalog prices are favored, with multiple awards possible if bids tie on discount rates. Key deliverables include providing onsite mobile shoe truck services twice annually at designated city locations, maintaining an online ordering and tracking portal for employees, and offering discounts through multiple channels including onsite trucks, physical stores, and online platforms. The pricing structure requires discounts to be locked in for a minimum of one year, and vendors must ensure compliance with quality, regulatory, and packaging standards emphasizing sustainability and recyclability in adherence with City Zero Waste policies. The contract imposes strict inspection and acceptance criteria, mandating footwear to be new, defect-free, and compliant with applicable federal and state laws, including OSHA, Toxic Substances Control, and hazardous waste regulations. Delivery is to designated City of Palo Alto locations in compliance with agreed schedules, with inspection and acceptance managed solely by the City. Contract administration includes monthly electronic invoicing referencing purchase order numbers linked to employee purchases. Special contract requirements emphasize bidder certifications on nondiscrimination, anti-collusion, insurance from suitably rated carriers licensed in California, and adherence to apprenticeship and certified payroll requirements under California labor laws, though this contract is exempt from prevailing wage mandates. Evaluation follows a Lowest Price Technically Acceptable method, where non-price factors serve as pass/fail thresholds and the highest discount determines award. The solicitation process mandates electronic submission via the City’s OpenGov portal by May 11, 2026, with detailed proposal requirements including vendor qualifications, price sheets with brand and model specifics, and warranty information. Overall, the contract reflects a comprehensive, sustainable, and competitively priced safety footwear procurement tailored to meet the operational and regulatory needs of City of Palo Alto departments.
